An Agent for Service is a person or company designated by the foreign air carrier upon whom all legal notices, processes and orders, decisions, and requirements of the DOT, FAA, and the National Transportation Safety Board (NTSB) shall be served. Title 49 of the United States Code (49 U.S.C.), § 46103 (a) requires foreign air carriers to designate an agent for service.
Federal Aviation Administration recently modified 14 CFR part 129 regulations for foreign air carriers. Specifically, 129.9(a)(1)(2) and (b)(1)(2) now require foreign air carriers to have Ops Specs that list the specific location and mailing address of the applicant's principal place of business in the State of the Operator, and, by February 10, 2012, the designation of an agent for service within the United States, including the agent's full name and office address or usual place of residence.
